About

After serving in the US Army (1987-1992), Dr. Morgan attended SUNY Erie and dropped out to accept a full-time position with the New York State Department of Correctional Services (1994-2016) as a correction officer. During this tenure, he completed a Bachelor's, two Master’s, a PhD, and later completed an AAS in Criminal Justice. While completing the PhD and working full-time corrections, Dr. Morgan secured employment as a full-time criminal justice professor at SUNY Erie, NY, and later at Southeastern Community College, NC. 

In addition, he worked many adjunct positions at Niagara University, Medaille University, Kaplan University, and Empire State College. Dr. Morgan has been published in a law journal, trade publications, online, and many featured newspaper articles. 

Holley (Bolen Hyler) and Bill met in Rochester, NY in 2019, and have been married since 2020. Very much in love, they plan to move closer to this area once the economy improves. Bill has two grown children, Tyler and Brittany. They are cat parents to Moo and Kayak.
