About

Dr. Lutheran M. Carter is originally from Augusta, GA. He retired from the U.S. Navy on August 8, 2021, after 23 years of military service. Dr. Carter’s duty of military assignments includes Fighter Squadron VF-143 at Naval Air Station Ocean, Naval Base Coronado (San Diego, CA), USS Bonhomme Richard (Sasebo, Japan), and the USS Nimitz (Bremerton, WA). As a senior enlisted leader in the U.S. Navy, Dr. Carter applied what he learned in the Workforce Education Development Program throughout his naval career. While onboard the USS Nimitz, he developed a course curriculum for senior leaders and middle managers focused on team learning, leadership development, peer leadership, coaching, mentorship, and physical fitness training. While stationed at Naval Base Coronado, he created a leadership training program focused on ethics, leadership, and professional development of junior enlisted Sailors. Dr. Carter has also served as the Training Chairman for newly promoted senior enlisted leaders from 2017 to 2021 at various Navy installations.

In 2021, Dr. Carter graduated from Grand Canyon University with a Doctorate in Organizational Leadership with an Emphasis in Organizational Development. Dr. Carter’s dissertation focused on Chief Petty Officers’ leadership behaviors and whether those behaviors predicted the organizational commitment of enlisted sailors in the United States Navy.

In addition to his full-time responsibilities as an active duty service member, he is an exam-in administrator with the Resilience Building Leader Program. He is currently a member of the Wi2CoLab Dissertation Group, which focuses on helping doctoral learners achieve their goal of finishing their dissertations and becoming independent scholars. Dr. Carter was first hired to serve as an adjunct professor in leadership at Carolina University and was recently promoted to Dean and Assistant Professor of the John Wesley School of Leadership. He will continue helping learners apply their leadership knowledge in real-world settings in his new position.
